[X4U] Remote Desktop not installed??

I just did a clean install of Tiger on a Mac Mini today, tried to set 
it up for VNC, but when I tried to activate apple remote desktop, it 
sez: Remote Desktop not installed; reinstall the base system using the 
Mac OS X installer.

How in thee heck could Remote Desktop NOT have been installed? I don't 
recall it as an un-checkable option...

can I install just that part without screwing up my fresh install?
