[X4U] weird time zone issue

This may not be a MacOS X issue, but more of a general timezone  
question.

I have the Clock Dashboard widget running with both Adelaide,  
Australia, and Amsterdam, Netherlands running with their own clocks.

I always thought that time zones were separated by 1 hour  
increments...but here are the times that I get currently:


Local time:  1:12
Adelaid:       4:42
Amsterdam: 8:12


OK...Amsterdam makes sense to me.  But 1/2 hour increment for Adelaide?

Perhaps this is the way it's supposed to be....?
