[X4U] mouse/menu behavior not correct

I just restored my system using a clone I made using CCC. Everything 
seems to be OK, except that I am noticing that when I click on a menu, 
either in Finder or in an app, I have to hold down my mouse button in 
order to highlight menu items, or to reveal nested menus.

The behavior I'm used to is: click on the menu name, then move the 
mouse cursor down and over as needed, release mouse button to select 
menu choice.

Is there a setting that might have gotten borked which I can change?
