[X4U] Mail Rules sorting

I am using Mail 3.5 on a iMac 2.8GHz, with OS 10.5.6.

I have about 400 rules for deleting SPAM. Has anyone figured out a way  
to sort the rules numerically, and why do the rules some times want to  
pick a rule number like 3 over and over again, when it's already  
reserved?
