Is your Finder quitting and relaunching? That usually brings Finder windows
up, especially if you have them minimized to the Dock.

Before reinstalling, I would try the standard troubleshooting -- Repair
using Disk Utility and a favorite third-party disk repair app, rotating
caches, etc.
