[X4U] MAIL.app question

I have created a smart email folder and it seems to work well (it  
gets the mail destined for it into the folder).

The problem I am having is that there are several emails I have  
gotten (still in my inbox) that I cannot get in to the smart folder.

What I have tried:

    Dragging the email into the folder - just doesn't work.
    Do apply rules with the message high lighted doesn't do it.

I know I must be missing something obvious but what do I need to do  
to get the messages into the smart email folder?
