[X4U] Application Support Files

In perusing my Mac  I find an Application Support file in my .Library and
another in my .users/aljones/Library. In some instances the same application
appears in both folders albet 2 different versions and/or creation dates.
Since I am the only user on this machine can the 2 application support
folders be combined and the older versions then deleted, or can I just
delete the older applications regardless of which folder it is in, leaving
everything else alone.
