Can you plug a modem into the Airport express and use it as a wireless internet router? Apple's web site talks about creating a Wi- Fi network with it but they talk about connecting computers, music, printers etc. but don't mention the internet. And It seems most people are saying they have an Extreme and use the Express to boost the signal.
