The fact that the setting is buried in the Inspector panel tells me that iWeb, from Apple's perspective, is intended for small websites with a handful of top-level sections that get their own navigation links. The left-sided sidebar only allows for only three levels of depth: Site, Page, and a restricted set of sub-pages (i.e. Photos, Blog, My Albums, and Podcast).
