My wife had this problem with Apple Mail in Leopard. I tried a lot of things including advice from this list and nothing worked, not even deleting all preference files, creating a new user, an Archive and Install or even a clone to an external HD and wipe the drive and install Leopard new and import the old Home folder data--all ended up needing the password to be entered each time. 

What finally worked was wiping the drive, installing Snow Leopard, reinstalling all applications from scratch and just importing the old emails--a lot of work.
