[X4U] bootable flash drive

I have been trying to make a bootable flash drive (16 gb)  following 
instruction given on this site (many other sites have something similar.)

I am having no luck at all. I end up with a folder which contains packages.

Any help is appreciated. AM I doing something wrong or is it the fact I 
am using a generic brand I bought at Best Buy?
