Check out Freeway on the App store. It's really for generating entire sites/pages but there is an action that strips that down. It's easy to create WYSIWYG forms with it. Note that it is an HTML generator not an HTML editor. The internal model you manipulate is much more sophisticated than HTML and the o/p HTML is dumbed down from the inner model on Publish.
