[X4U] iPhoto freezing problem

I have a friend who is using iPhoto 09 on an iMac running OS 10.67 with 4 gigs of RAM. Her iPhoto freezes up occasionally. She get the spinning beach ball and iPhoto won't respond.She has 16,700 images in her collection. 

I am wondering if upgrading to iPhoto 11 is a good idea.

Is there a way to rebuild the image index's? Is that something she should consider doing?
