[X4U] With the help of Apple

I can't buy anymore via App Store.  I get INSTALL_ERROR_DISTRIBUTION_SIGNED_BY_APPLE
I can't even upgrade anymore.  I contacted macappstore_english_uk_support at apple.com for help,
but they gave me a telephone number in Belgium where they told me to contact that mail address.
I'm now in a catch 22.  Is it possible to re-install App Store and where to get it?
