I noticed this too, and posted a question about it to another list (no
responses). I think it's a Panther thing. As you said, it used to come to
the forefront *whatever* application you were currently running in Jaguar.
Now in Panther, it only pops up if Address Book is the active application.

This makes it much less useful for me, as I normally put my phone on silent
in the office and count on the visual indication for incoming calls and
SMSs.
