Hey Brian: Easy. Open the iPhoto app. Under iPhoto on the menu bar, scroll down to and open Preferences. In the box that opens up you'll see, a little more than half way down, the following: "Double-clicking photos opens them in:" Click the "other" option there and then click the Set button. That brings up a window where you can navigate to whatever app you want to open to edit photos (in your case, Photoshop Elements). Highlight the Photoshop Elements app, click the open button, this sends you back to the iPhoto preference pane where you now should see Photoshop Elements listed. Now, whenever you double click on a photo in iPhoto, it should open up the image in Elements. Hope that makes sense.
