Sounds a great idea, but then I remembered that in Britain in the '50s 
there was a bounty of one shilling paid for killing a grey squirrel - 
the proof being production of its tail. The scheme was abandoned (it is 
said) when it was discovered that people were farming squirrels for 
their tails.
