This doesn't sound like the entire answer to your problem because I've never heard that high-pitched tone, but are you aware that simply pressing the eject button isn't enough? That you actually have to hold it down for several seconds for it to work? I've read that it has something to do with the key being so close to the delete key, you don't want to hit eject by accident and eject a disc you my be working with when all you meant to do was hit the delete key.
