I think this stretches the definition of the term "censorship" a bit; people are being denied access to a given service, not the right to express an opinion or belief. I have a hard time seeing this as the next step towards denying access to content. But practically speaking, it doesn't surprise me in the least that a phone company would want to limit Internet services that are in direct competition with the telecom services that likely provide a great deal of revenue (and perhaps even subsidize the costs of the Internet services).
