There was an error in the URL. It should be:
http://www.apple.com/macosx/x11/

Also, in answer to my question about not finding the application after 
install, it turns out that there was a problem with the link on the 
Apple page, and some people (including me) got the SDK instead of the 
application. I downloaded it again, and got the application, and have 
it up and running, with no problems.
