These probably don't have the power to charge your battery, like airline power points they only deliver 12 volts. This is enough (just about) to power the iBook, but it's insufficient to power the iBook and charge the battery at the same time. The iBook's power supply outputs 24V at 1.8A, which is about 43 watts - you'll need that much power to charge and run the iBook at the same time. Just running the iBook will need about 24 watts, at 12V.
