"Apple's basic extension set or whatever it is called" contains video drivers, network drivers, networking code, and all sorts of other stuff that Classic doesn't need, because those tasks are handled by OS X. Also, when you do a normal install of OS 9, lots of stuff is added to the System suitcase, which is unnecessary when you just want to use Classic.
