New iBook User, Questions

Give Apple a call, tell them you just bought a used iBook, the 
restore/install CDs weren't included and could they please send you a 
replacement set. I've done this several times over the years with 100% 
success. I can't guarantee anything of course, but it's surely worth a 
try.
