iLife up to date?

I remember in the past there was a Mac OS up-to-date program where if you bought a new mac and there was a major OS updated within 30 days you could mail your bill of sale and get a free upgrade to the latest OS.  Does anyone know if there is such thing for iLife.  My Dad bought a new iMac in January and I just noticed he doesn't have iLife '04 on it.  Is he eligible for a free upgrade?
