The "Repair Permissions" procedure has become kind of folklore, just as rebuilding the desktop was in Mac OS. Unfortunately, it's not as useful or necessary as many people seem to think. Repairing permissions is ONLY a problem if specific files cannot be accessed as a specific user. Unless there are specific issues where some of the OS isn't working, don't bother as its a waste of time and can actually cause problems if you have a customized System configuration. OS X has very good disk integrity and permissions don't just "go bad" and cause things to fail. What the grandfather post was enquiring about was an application crash where the login window process also crashed. When login window crashes, the user is dumped back to the login screen (or possibly to a blue screen) and all the user's programs are immediately quit.
