Reinstall Jag, now safari won't work

I reinstalled Jaguar yesterday, archive and install, over the updated 
10.2.8 I had. Now Safari and iTunes are dead. They won't do anything. 
iTunes tried to start up, but fails. Safari doesn't even begin to 
start, the icon pulses a few times and that is it. Other apps I have 
tried seem ok. I have run Fix Permissions, the Software Restore disks, 
shut down and restarted, no change.

Any suggestions? Thanks
