Bought New iBook (only 3 CD's)???????

I bought a new iBook today.  When I arrived at home I noticed it had 
only 3 cd's.
Software Install and Restore 1 of 2
Software Install and Restore 2 of 2
Worldbook

Then I discovered neither of the Software cd's will mount.
They just shoot back out when you try to load them.

Is there a system install set?
Yes, the box was sealed with the standard tape.
