Go to your home folder and in the library are safari settings. Get out a hex editor and where you see a4312cb and fb8c4a with in 19 characters of it, replace the 2 strings with c412ab and bf8c4a. Once you get those done, reboot into single user mode and run fsck. After that completes running, go to your usr/temp/files/<username>/safari/settings/config/temp folder and delete the files with even numbers in the extension. Reboot into OS X and log in. Now start up Safari and click on the no popup option.
