Panther printing

I have a G4 iBook running X.3. I was told that accessing a shared 
printer attached to a PC running XP was not possible with Jaguar, but 
that that would be resolved under Panther. Has it been?

Another thing, I thought that GIMP Print would allow a Macintosh 
print from nearly any computer that the iBook is attached to. I tried 
that but can't seem to get it to work.

Does anyone have any thoughts on what i might be doing wrong?
