[P1] Web page will not open

What that says is that, while the domain is resolvable into an IP 
address, there is a router or server that is not passing on your 
request to the proper channels so that you may access it.  I notice 
that while you did a traceroute on one domain, you tried to ping 
another. Are they the same site?  They have radically different IP 
addresses (the numbers in the brackets).

How long has this been going on?  Have you tried to email them?  
Perhaps their IP address has changed recently, and things are not yet 
fully propogated netwide.

 From over here in Taiwan, I am able to ping navalhospital.com no 
problems, but cannot ping navalhospitaljax.com.  A traceroute to 
navalhospitaljax.com also only gets part way there before timing out 
(19 hops, coincidentally).

You could contact your internet provider, and give them this info, 
and/or contact the website admin and see what they have to say about 
it.  The only other thing I could sugggest is try using a web proxy 
like www.anonymizer.com just to see if you can get to it by that 
channel.

Good luck.  I highly doubt it has anything to do with Safari.
