Yes. I and my wife are both having major issues with iPhoto, much the same as you are describing. It's been happening since the first Tiger update, and may have even gotten worse with the second. I really hope this one can be fixed soon. You might try iPhoto Buddy, which allows you to split up your library into more manageable sizes. This helps with loading times and overall performance, in my experience.
