[iBook] OS X 10.4 question

David, I'm going to assume your external drive is USB based and if  
that's true, it cannot be used to boot the computer. You have two  
choices. First, contact Apple to exchange the Tiger DVD for CDs. The  
cost is about $10. Second, if you have access to a computer that has  
an internal DVD you can use FireWire target mode.
