Disk Utility in Panther & Tiger (10.3 & 10.4) has the "Make Image" 
option which handles this flawlessly.

In addition you can use Disk Utility to duplicate your old disk to 
another drive.

Carbon Copy Cloner has had issues with Tiger, which is why we don't 
recommend it.
