[iTunes] attaching the .itl library to a new version of iTunes

I just got a new computer - Windows 7, moving up from XP.  I've saved the old iTunes library file (.itl)  - but I can't figure out how to attach it to the new version of iTunes 10.  There *used* to be a way to point to the old  .itl file, but I sure can't figure it out now.

can anyone help me?\
