Firewire target disk mode (T key) only works to make a mac into an
external firewire drive.

What you are doing should be possible by simply choosing the external
drive in the startup control panel in OS 9 and rebooting.

Or, you may be able to hold option when powering up, it should see all
bootable systems (assuming they are on different partitions).
