A quick search of the Apple KnowledgeBase confirms that even the last version (3.1.3) of Telecom software is not supported under OS 9.  It is only partially supported under OS 8.5, with some features not working.  It is probably not a good idea to run OS 9 on a Duo 2300c anyway.
