Slow Airport Internet

My Graphite Airport modem runs at about half the speed of my built-in 
modem - or less.  Both are V. 90.  Both connect to my isp just fine.  I 
have only one Configuration on at a time and both modems use the same 
cables.  The is a QuickSilver 2002 running OS 10.2.5.  Most recent 
Airport software (3.0.1).  The built-in modem connects repeatedly at 
48000 bps - I can't figure out how to see the Airport modem connect 
speed but the connections seems to sort of 'stutter'.  Any ideas why - 
or more important, how to correct?
