Xserve logic board mod?

After almost an hour of googling over this issue, I discovered the G4 list
and am hoping there are some Xserve geeks out there.

We need to upgrade one of our Apple servers from a G4/450 to the
latest-greatest...or at least some kind of Xserve dualie. But the
beancounters are balking at $3,300 plus an extra drive.

Question 1:
Can I buy a new or refurb Xserve with one CPU and add an identical second
PPC chip?

Question 2:
Using the one available PCI slot, can I install an ATA controller so I can
add my own choice of drives/RAID?
