If you have a DB-15 to VGA converter on your on-board connector the Mac will think that you have a monitor on it. Remove that and connect your monitor to the Radeon and you should be OK. If there is no connection to the on-board the Mac will ignore the on-board video. That's the same setup I have on my other Mac.
