2003 Dual 1.25 GHz won't sleep (USB)

Try Repairing Permisions with Disk First Aid (or whatever they call it 
now).

Also, You may not want to do this but possibly, a re-install of the OS 
and updating through Software Updater may correct your problem.  Maybe 
if you have a partition you could try this on before messing with what 
you already have it would be a viable option.
