The correct one is time since Golden Master [GM] (ie: When the software was frozen so the DVD Images could be created for Pressing and the boxes packaged and sent to the stores for sale on the Release Date). If the Golden Master Date was (for example) 6 weeks before the official Release Date, then it is 8 weeks not your stated 2 for them to create a 10.4.1 Golden Master. A "10.4.x" GM has minimal lead time (since it is distributed via Download and Software Update). Thus Apple can theoretically declare GM status at 5PM PT and start distributing it at 12Noon ET (ie: 9AM PT) the next morning.
