I ran into a somewhat similar situation - apparently OK signal but
very slow file copying.

Switching from the default Channel 6 to Channel 11 completely solved
the problem.  File copying went from 30 KB/s to over 500 KB/s.

Apparently the problem was interference with a 2.4 GHz cordless
phone...
