Check out ffmpegX.
http://www.versiontracker.com/moreinfo.fcgi?id=15473&db=mac

To meet mpeg2 license requirements it does require getting the
mpeg2enc, and installing it according to the instructions in the
changelog. I'm still working on this part of the puzzle... (I'm
hoping the Airport update and the basestation firmware update I'm
getting tonight will finally end some problems I'm having getting
entire downloads on my bastardized network!!)

It is a GNU based front end GUI for the command line codecs. Pretty
slick and very comprehensive, and best of all, free. I see in the
quick presets alone MOV, VOB or DivX to mpeg1 or mpeg2, and MOV to VCD.
Looks like they recommend using Toast for burning the CD's - but most
folks on this list have made that investment already.

Great things are beginning to happen now that the Unix geeks are
finding themselves using Macs...

		Joey Kennedy.

From the version tracker Product Description :
ffmpegX is a Mac OS X GUI to ffmpeg the "hyper fast video and audio
encoder" (http://ffmpeg.sourceforge.net/). It can decode MPEG-1,
MPEG-2, MPEG-4 (aka DIVX4/5), VOB, AVI MS-MPEG4 V3 (aka DIVX 3), WAV,
Real Audio, H263(+) (aka RealVideo 1.0), PGM, YUV, PPM, AC3, PCM8/16
bits, mulaw/Alaw, WMA, SUN AU format, MPEG audio layer 2, MPEG audio
layer 3, MJPEG and even more formats. This GUI provides quick encoding
to DivX, MPEG-1, MPEG-2, MP2, MP3 & AC3. MPEG-2 encoding relies on
mpeg2enc component from the mjpegtools package
(http://mjpeg.sourceforge.net/MacOS/). You can convert DVD video to
DivX, DivX to VCD or SVCD, and DVD to VCD or SVCD. Includes a bitrate
calculator and a mpeg splitter for multiple CD burning. When encoding
to MPEG-1 or MPEG-2 it can author the video as VCD or XVCD (.bin/.cue
files for burning with Toast by dropping the .bin into VCD window) or
as SVCD or XSVCD (two .img files to be burned in Toast under Multitrack
XA window).
