FCP chapter markers and iDVD3

I am obviously missing something here but I cannot figure out what.

My system:
Dual Gig
1.25 gig Ram
OS 10.2.3
FCP 3.0.4
QT 6.1
iDVD3
I have FCP on a separate non bootable volume, iDVD is on the start up volume.

I have a FCP sequence that I would like to put on DVD with chapter 
markers. I place the play head at the appropriate position. Press "m" 
twice, select "chapter marker", and repeat as necessary. I now have 
several to many chapter markers in the sequence. I select the in and 
out points. I export as either a FCP reference movie or a self 
contained movie making sure to select "chapter markers". I then drag 
the movie to iDVD3 or import it, but in any case I do not get the 
chapter markers in iDVD3.

I have deleted the com.apple.iDVD.plist prefs, and have reinstalled 
iLife, but still no joy.

Am I missing some obvious steps because I see that others have succeeded?
