Either two "clips" as you say (you can just save the first frame before the movement starts) or check out a separate application that does allow such holds. For example, Photo to Movie ($20) at lqgraphics.com is one of the programs that gives you more control over your panning and zooming. Another program is Slick Motion that is part of Volume 4 of Slick Effects ($50) (at geethree.com. That one also lets you rotate. There are other effects that come with this.
