CHEAP. Since CD-RWs are all but sales tax FREE after numerous weekly 
rebates at Office Max, Office Depot and Circuit City etc, you can get a 
decent amount of video on a VCD for a fraction of the cost of a DVD 
blank. SVCD and VCD are very popular in Asia. It's the counterfeiter's 
medium of choice. ; ^ )
