I have never heard any suggestion before that any version of Toast will 
encode a VCD.
The steps are these:

1.  Use dvd backup to decrypt and copy files to disk
       An archive of your own dvds is perfectly legal.
2.  Use dvd2One to encode files to be smaller and fit on 4GB dvd-r
3.  Use toast 5.2.1. to burn to dvd

You can allegedly use other programs like ffmpegx or 42 to do step 2
or to encode to VCD.  I have never had any success with any of them at 
all.

If you have a procedure that works to create VCDs, I would love to hear 
it.
Forty two for example runs for 6 hours, plays a test clip, and then 
leaves the
output directory quite empty.    How have you created vcd's in the past?
