When a song is performed by someone who is not the artist of record, the cost of rights are significantly reduced, as I recall. It has been a popular choice amongst independent filmmakers when a popular song is desired for a soundtrack. As far as rights go, given the limited scope of broadcast you suggest (local cable access) the price "to be legal" should also be a bit cheaper.
