You should create a nested sequence for this.
  Make your blank sequence so it's a tab in the timeline.
  Put your .psd in the viewer and then the timeline.
play with it as needed.
Save as "sequence whatever"
Close it. (tab)
Now drag that sequence from the browser to the timeline.
  Oh and start w/ a size of 720 by 540 or something.
