FCP--Using Variable Speed--Not easy

I know how to use it, I was just checking to see if that was indeed what you
meant.

Pick the clip you want to work on.
Export it as a self contained FCP movie.
Reimport it.

Now you should be able to apply the filter, and you'll get the three
keyframes you can use to adjust the speed.
